
INTERCARGO Calls for Constructive Dialogue Following IMO’s Net Zero Framework Decision
London, — The International Association of Dry Cargo Shipowners (INTERCARGO) has reaffirmed its full support for the International Maritime Organization (IMO) as the sole global regulator capable of ensuring coherent and effective measures for international shipping.
Following the IMO’s recent decision on the Net Zero Framework during the Extraordinary Meeting of the Marine Environment Protection Committee (MEPC), INTERCARGO expressed optimism that the current postponement could serve as a valuable opportunity for further dialogue and collaboration among Member States.
Dr. Kostas Gkonis, Secretary General of INTERCARGO, stated:
“Following IMO’s decision regarding the Net Zero Framework, INTERCARGO reaffirms its support to the IMO as the sole global regulator capable of delivering coherent and effective measures for international shipping. We wish to see the current postponement as an opportunity for further dialogue. The time ahead should be used constructively and effectively to bridge differing positions among IMO Member States and to also ensure that the industry’s voice and input are heard and taken onboard.
We invite Member States at IMO to work more closely among them but also in partnership with the shipping community towards agreeing on a regulatory framework that is realistic, practical, and globally workable.”
INTERCARGO emphasized the vital role of international shipping in supporting the global economy and prosperity, as it carries around 90% of world trade. The dry bulk sector—comprising 43% of the global fleet in tonnage—remains the largest in shipping, responsible for approximately 55% of global transport work.

Since gaining consultative status at the IMO in 1993, the Association has consistently advocated for safety, environmental protection, and fair competition within the dry bulk shipping industry.
